The IRQ_NOT_LESS_OR_EQUAL message is triggered when Windows detects the user is in danger of becoming too satasfied with their chosen Operating System. It is a measure put in place to ensure that a constant minimum level of pain and suffering is caused to the operator (Microsoft quite correctly concluded that any such Windows users must enjoy pain, suffering and humiliation, and hence built this and other features in to satasfy the users needs in this area).

The correct method to resolve this is to "Get a Mac". Note however that this has been known to cause problems of its own, including spontaneous erruptions of joy, a strong desire to tidy your desk, and significant increases in smuggness.
